personal skills are not as important as certifications, since the state and federal government disburse money based on number of students, test results, and certification levels of the teachers. So HR has the unenviable task of figuring out exactly what each teacher can be claimed as in regards to federal and state certification standards. It's not a salary negotiation I'm comfortable with.
