Need to practice more. But yeah, you can roast a jalapeno to ash, although I doubt the salsa will taste good with jalapeno ash in it...something for the Troll Mexican Food.
I like to roast peppers on my charcoal grill while the charcoal is heating up. There's a stage where the coals haven't burned down properly for cooking and they're still putting out fairly large flames. This is perfect for roasting peppers. Just put them where the flames will wrap around them and turn them frequently. You want mostly black, bubbly skin and a very squishy pepper. Then into the paper bag and wait 10 minutes.
Try using an open flame and less heat
